Thank you for reaching out! Sorry for the delayed response tho.
Please note that need at least 60 minutes to type in the general chat.
If you have more than 60 minutes or more than 1 hour check for these things:
1. You shouldn't be muted to be able to write in the chat
2. You should have the chat enabled in your your game settings or your client settings
3. Some gamemodes require you to vote to be able type in the chat
